Empowered Services helps people with IDD across Oregon find and prepare caregivers for attendant care. We first learn what support you need. Then we look at skills, schedule, communication, routines, goals, and comfort. You decide whether a match moves forward.
Before we look at fit, we review your care plan and the support already in place. This helps us understand the skills and training a caregiver will need.
We use the plans already in place and input from your support team. The Match Method does not diagnose, prescribe, create a professional behavior plan, decide IDD eligibility, or approve service hours.
No one signal decides the match. We look at them together. Select a signal to learn more.
We start with the care you need. Then we consider the relationship and what will work in real life. The information guides the search—but you make the decision.
We look at whether the caregiver’s presence, pace, boundaries, and style may help you feel safe, respected, and comfortable.
We respect your preferences and follow fair hiring and nondiscrimination rules. We never use a protected trait in place of skill, safety, or real fit.
Different team members may help at each step. Your Care Manager or Care Coordinator helps keep the process clear.

Empowered Services is certified statewide. Every Oregon county is connected to a regional team. No matter how a caregiver is found, required screening, onboarding, readiness, and your approval still apply.
Our team recruits and screens possible caregivers. We compare their skills, schedule, and preferences with the support you need.

Apply or refer →You bring a family member, friend, or longtime supporter you already know and trust. That person applies to become your paid caregiver.

We check in with you and your caregiver. Each person can share what is working and what needs to change.
We review how care is going, progress on goals, and what may need to happen next. We share written updates with your case manager as required.
