Why partners refer to us

Refer someone to a team that knows your county’s system.

01

A real contact, not a queue

Referrals reach a named Intake & Contract Specialist — typically within 1–2 business days.

02

Local county expertise

We coordinate across Oregon counties and understand the ODDS/CDDP details that keep cases moving.

03

The loop stays closed

You get clear updates on status, so nothing you refer falls through the cracks.

04Standard rate-model agency

Compliance, handled

As a standard rate-model agency, we manage caregiver training, documentation, and Medicaid/ODDS requirements end to end. Refer with confidence — the compliance load stays with us, not with you or the person you refer.

How a referral works

Three steps. We handle the rest.

1
Send the referral

Share the individual’s name, county, support needed, and the best contact. Basics are enough to start.

2
A specialist follows up

A named Intake & Contract Specialist reaches out within 1–2 business days to confirm details and review eligibility.

3
We coordinate & report back

We manage intake, matching, and onboarding — and keep you updated on status the whole way.

What we take off your plate

From uncertainty to a clearer plan.

We coordinate intake, eligibility, and DSP matching so the people you serve move forward — without the parts that usually slow things down.

Intake & eligibility — we confirm details and navigate ODDS/CDDP and brokerage steps.
Person-centered DSP matching — a DSP who fits the person, the home, and daily rhythm.
Onboarding & documentation — credentialing and the required paperwork, handled.
Status updates back to you — clear communication so the loop stays closed.
Behind every referral

We invest in the caregivers who do the work.

Supported caregivers give better care. We offer our caregivers and DSPs a real benefits package — so the people you refer are matched with professionals who are set up to stay.

Referral questions, answered.

What partners ask us most.

Who can refer someone to Empowered Services?
Services Coordinators, Personal Agents, case managers, schools, healthcare providers, families, and community partners. If you support an Oregon individual with IDD, you can refer them to us.
What happens after I send a referral?
Your referral reaches a named Intake & Contract Specialist — not a general queue. They typically follow up within 1–2 business days to confirm details, review eligibility, and begin coordination, and they keep you updated on status.
What information do you need to start?
The individual’s name and county, the type of support needed, and the best contact for next steps. Current ODDS/CDDP or brokerage details help us move faster, but we can start with the basics.
Which Oregon counties do you serve?
Empowered Services is certified statewide across all 36 Oregon counties, with active local coordination in 11 counties and growing. Referrals are welcome from every county.
Is there any cost to refer?
No. There’s no cost to make a referral or ask a question. Authorized IDD supports are generally funded through Oregon’s IDD system for eligible individuals.
