How Support Begins

Getting started is simpler than it feels.

The strongest caregiver match isn’t always a stranger. Often, it’s someone your person already trusts — a parent, a sibling, an aunt, a longtime family friend. Through the Empowered Choice Program, eligible Oregon families can bring that trusted person into a paid, trained, agency-backed care relationship.

What services does Empowered Services provide?

Empowered Services provides person-centered IDD attendant care across daily living, life skills, community involvement, meal planning, cooking support, shopping, budgeting, movement, and steady routines. We also walk families through ISP meetings, ONA assessments, children-to-adult transitions, incident reporting, and community advocacy. You can also review the Empowered Choice Program if a trusted caregiver may already be in mind.

Is bilingual English/Spanish support available? · ¿Ofrecen apoyo bilingüe en español?

Yes. Bilingual English and Spanish intake, communication, and ongoing support are available. Our Bilingual Care Team, led by Janette, walks Spanish-speaking families through every step. Share your language preference on Customer Intake or call 503-855-3581.

Can a trusted family member or friend become my paid caregiver?

Yes. Through the Empowered Choice Program, eligible customers may identify a trusted family member or friend to apply as their paid DSP. Empowered Services helps with onboarding, training, credentialing, and ongoing communication so the relationship can stay supported and clear.

How does DSP matching work?

We match by personality, routines, communication style, language preference, location, support style, schedule, privacy preferences, and ISP-authorized goals — not simply by who is available. The Match Compass above explains the criteria we use. DSP applicants can begin through Become a DSP.

Which Oregon counties does Empowered Services serve?

Empowered Services actively serves Washington, Multnomah, Clackamas, Clatsop, Columbia, Yamhill, Polk, Marion, Benton, Linn, and Lane counties. Expansion inquiries are welcomed, though availability depends on eligibility, authorization, county coverage, and staffing fit. To find the right local next step, use Find My Care Coordinator.

Do you offer private-pay services?

Not currently. Empowered Services is an Oregon ODDS Standard Model Agency. Services are available to eligible Oregon residents receiving services through ODDS, a CDDP, or a Brokerage / Personal Agent. If you are unsure where you fit, start with Contact Us.

What happens after I submit Customer Intake?

Submitting intake starts a calm conversation. A Care Coordinator or Intake Specialist follows up within 1–2 business days to confirm county availability, eligibility, support needs, privacy preferences, and next steps. It is not a contract or commitment. You can begin here: Customer Intake.
