John D. Marvin

Founder & Owner

"Founded the agency on the belief that everyone deserves a fulfilling, empowered life — a vision built with my late wife Sarah, whose legacy lives on in our work."

John founded Empowered Services with a simple belief: everyone deserves the opportunity to live a fulfilling, empowered life.

His commitment to the IDD community began in high school, working as a teacher's aide and volunteering with Special Olympics. Over the years, John has served in various leadership roles, including the Special Olympics Oregon Planning Board, always driven by a passion for making a meaningful difference.

John earned his bachelor's and master's degrees in Christian Ministries with a focus on Organizational Leadership from George Fox University. That foundation shapes how he leads today — with purpose, integrity, and heart.

What brings him the greatest joy? Successfully connecting customers and families with exceptional providers. Seeing people thrive. Watching relationships form that change lives.

A Canby, Oregon native, John is a devoted family man. He founded Empowered Services alongside his late first wife, Sarah — whose vision, faith, and heart for the IDD community remain woven into everything the agency does today. Her legacy continues to guide the work. John was married to Sarah for 36 years before her passing, and is now married to Dr. Nicola McFadden-Marvin, Founder & CEO of Nikimac Solutions Inc., who serves as a strategic consultant to Empowered Services. Together, John and Niki share four sons and four grandchildren. John is deeply involved in his church and community, and loves the outdoors — hiking, bow-hunting, and enjoying nature.

Dylan Surrett is the CEO of Empowered Services, a mission-driven leader with experience in disability services, operations, compliance, workforce development, and organizational development. His work has centered on building strong systems, supporting teams, and creating person-centered services that better serve individuals, families, and communities. Having begun his journey with Empowered as a Direct Support Professional, he brings both organizational leadership and firsthand service experience to his role.

His leadership is shaped by both professional experience and a deeply personal connection to the IDD community. Through direct caregiving and long-term advocacy for an individual in his care who now lives with him full time, Dylan has experience navigating behavioral supports, service systems, and complex legal and care-related processes. That perspective continues to influence the way he leads — with empathy, clarity, and a strong belief that services should be built around real people, real needs, and real outcomes.

Outside of work, Dylan enjoys a life that is active, a little chaotic, and always full. He and his wife have an ever-growing crew of animals — four dogs, seven chickens, and two cats so far — and wouldn't have it any other way. He is serious about fitness, works out five days a week, and is currently working toward the 1500 club. When they get the chance, he and his wife love taking off on spur-of-the-moment trips, hiking mountain trails, and chasing waterfalls across Oregon.

Being part of the Empowered Services family has been one of the most fulfilling chapters of Sandi's career. She's grateful every day to work alongside such a compassionate, dedicated team — people who share the same purpose: to empower, uplift, and make a difference.

Born and raised in Newberg, Sandi grew up surrounded by rolling hills and a tight-knit community that taught her the value of connection, care, and hard work. Family is at the center of everything she does. A proud wife and blessed mother of three wonderful grown sons, she's continually inspired by their kindness, humor, and hearts for others.

Her career has been rooted in serving the disabilities community for 16 years. From Special Education classrooms to IDD foster homes to agency work, these experiences shaped not only her professional path but who she is. They ignited a lifelong passion to help individuals discover their strengths, embrace their uniqueness, and live full, meaningful lives.

At home, Sandi's household is a lively mix of four rescue dogs and two cats. When she's not with family or furry companions, you'll find her crocheting, sharing laughs with loved ones, or relaxing with a favorite reality TV show.

Jessica's heart for the IDD community shines through everything she does. She's passionate about creating systems that truly support people — so customers, families, providers, and staff can all thrive and feel valued every step of the way.

Her journey is rooted in compassion and connection. With a degree in Intercultural Ministries, she spent years teaching English and ESL at a faith-based school, helping students grow. Whether in the classroom or coaching track and volleyball, Jessica has always loved encouraging others to discover their strengths and believe in themselves.

Her path naturally led to Special Education, where she found deep purpose in the IDD community. As a Teacher's Aide and Educational Assistant, she experienced firsthand the power of patience, advocacy, and unconditional support. Today, she brings that same heart to her role — supporting teams, improving processes, and making sure people feel heard, respected, and empowered.

Outside of work, Jessica loves adventuring with her husband and cheering on her favorite teams. A lifelong Disney fan, she believes in everyday magic — whether it's quoting favorite movies, planning her next Disney adventure, or finding joy in small moments.

What does Empowered Services provide and who do you serve?

We provide person-centered support services for individuals with intellectual and developmental disabilities (IDD) — children, adults, and seniors — across Oregon. Our work centers on 1:1 Direct Support Professional (DSP) matching, life skills, community engagement, attendant care, and daily routines that help individuals live with confidence, connection, and choice. What areas in Oregon do you serve?

We serve Oregon families through dedicated County Coordinators in multiple counties — including Marion, Polk, Multnomah, Clatsop, Columbia, Lane, Linn, Benton, Yamhill, Washington, and Clackamas. Our strategic vision is to expand coverage to every Oregon county as we grow. Spanish-speaking community support and bilingual intake are already available statewide. Can a family member or trusted friend serve as a paid caregiver?

Yes. Through our Empowered Choice Program (ECP), eligible customers can identify a family member or trusted friend to apply as their Direct Support Professional. We handle the credentialing, training, and ongoing support so the people who already know your loved one best can be the ones providing the care. Learn about the Empowered Choice Program →

Are services available in Spanish?

Yes. Our Billing & Spanish Community Manager, Janette, supports Spanish-speaking families across Oregon — coordinating bilingual intake, services, and ongoing communication so language is never a barrier to care.
